What decided it
The unacceptable harm to character and appearance and to the living conditions of neighbouring occupiers, which could not be overcome by conditions and are fundamental barriers to permission, outweighs the modest housing supply benefits despite the Council's shortfall in 5-year supply.
The modest social and economic benefits of one dwelling, renewable technologies and CIL contribution were outweighed by the substantial weight given to the unacceptable harm to character and appearance and living conditions of existing occupiers, with the relevant development plan policies being consistent with the Framework.
