What decided it

The proposed extension would harm the character and appearance of the Conservation Area by appearing as a dominant, non-subservient addition from the main public vantage point of Heavitree Road, and the private benefits to the appellant did not constitute public benefits of sufficient weight to outweigh the great weight given to conserving the heritage asset.
