What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the existence of a realistic fallback position (an approved single dwelling), meant that the modest additional housing benefit of the two-dwelling proposal outweighed the moderate conflict with the development plan.
The moderate harm to character and appearance and conflict with the development plan was outweighed by the small but positive contribution to housing supply, the limiting effect of the fallback position, and modest economic and social benefits, applying the tilted balance under NPPF paragraph 11(d)(ii) due to the Council's lack of five-year housing land supply.
