The adverse impacts arising from the site's location outside the development boundary and inappropriate housing mix, combined with harm to the neighbourhood planning process, significantly and demonstrably outweigh the housing benefits under NPPF paragraph 14.
The benefits of four dwellings with modest weight attached to the uncertain affordable housing unit were significantly and demonstrably outweighed by the adverse impacts of locating development outside the development boundary, providing an inappropriate housing mix not substantiated by local need, and undermining the neighbourhood planning process.
