What decided it

The proposal would replicate the appearance of the original Modern Movement dwellings sufficiently to undermine their authenticity as buildings of historic and architectural interest, and would not preserve or enhance the character and appearance of the conservation area, with the less than substantial harm not outweighed by public benefits.
