What decided it

The harm to the AONB through the loss of a remaining glimpse view of the landscape and seascape, combined with cumulative harm to the historic landscape and heritage assets, outweighed the limited benefits of four dwellings and associated economic activity.

The limited public benefits of four family-sized dwellings and construction employment were insufficient to outweigh the harm caused to the Conservation Area and the significance of the World Heritage Site as a designated heritage asset, and the harm to the AONB's scenic beauty and character.
