What decided it

The proposal would not harm the significance of the Engine House as a non-designated heritage asset or the character and appearance of the conservation area, and therefore accords with the development plan, making the shortfall in housing land supply immaterial to the decision.

Although the Council cannot demonstrate a five-year housing land supply, the presumption in favour of sustainable development is not engaged because the proposal accords with the development plan in relation to the designated heritage assets on and around the site, and therefore the housing supply shortfall does not alter the outcome.
