The harm to the character and appearance of the area and the Cornwall National Landscape (limited and localised) and less than substantial harm to designated heritage assets were outweighed by the substantial public benefits of delivering five residential units in an accessible location to address the district's significant housing shortfall, supporting the local economy and facilities, and avoiding isolated development in the open countryside.
