What decided it

The proposal conflicts with the spatial strategy in the up-to-date development plan by locating development outside the settlement boundary and would unacceptably harm the character and appearance of the area through the introduction of cramped, incongruous dwellings that would dominate views and erode the rural character.

The moderate benefits of housing delivery, economic and social benefits, and accessible location did not outweigh the harm to character and appearance and the conflict with the development plan.
