What decided it

The proposal's conflict with the Council's adopted spatial strategy for the planned distribution of housing growth in Tiptree, given a demonstrable 5-year housing land supply meant development plan policies carried full weight.

The benefits of the scheme (market and affordable housing, economic benefits, ecological and access improvements) did not outweigh the substantial harm from conflict with the development plan's spatial strategy, moderately added to by landscape and visual harm to the appeal site and PRoW users.
