What decided it
The lack of a five year housing land supply rendered the most important policies out of date, engaging the NPPF paragraph 11(d)(ii) tilted balance, under which the benefits of the scheme were not significantly and demonstrably outweighed by its adverse impacts.
The significant weight afforded to housing delivery and affordable housing, together with moderate weight given to economic, transport, ecological and open space benefits, outweighed the moderate weight given to adverse impacts (conflict with Policy C SP1, loss of agricultural land, and minor less-than-substantial heritage harm), so the tilted balance under NPPF paragraph 11(d) favoured granting permission.
