What decided it
The significant harm to the non-designated heritage asset from concealment and exposure of the Belfast roof truss system, combined with unjustified loss of protected employment land and failure to demonstrate appropriate housing mix, outweighed the benefits of the proposal and the fallback position.
The benefits of housing delivery, employment space creation, and the fallback position of total loss of Class E floorspace to residential use were insufficient to outweigh the significant harm to the heritage asset, loss of employment land without viability justification, and failure to provide suitable housing mix.
