Moderate weight was given to the collective harm to character/appearance and accessibility, which was outweighed by the considerable weight given to the personal circumstances of the occupants (including best interests of children and risk of homelessness) together with modest weight for gypsy/traveller need, tipping the balance in favour of granting temporary permission.
