The proposal would promote unsustainable patterns of development by locating new housing in a very rural location with no safe or convenient access to services, facilities or employment via sustainable transport modes, thereby conflicting with the Council's spatial strategy and the Framework's environmental aims, and this substantial harm would not be clearly outweighed by the limited benefits of providing one additional dwelling.

The substantial harm from promoting unsustainable patterns of development and conflict with the spatial strategy was not outweighed by the moderate weight given to the provision of one additional dwelling in an undersupply situation and the use of previously developed land, and the Green Belt designation provided a strong reason for refusal under paragraph 11 of the Framework
