The scale and design of the proposed dwelling would result in a discordant form of development that would harm the character and appearance of the area, the setting and significance of the Mayfield and Coggins Mill Conservation Area, and the landscape and scenic beauty of the High Weald AONB, and this harm was not outweighed by the moderate public benefits of the proposal.
The less than substantial harm to the Mayfield and Coggins Mill Conservation Area and harm to the landscape and scenic beauty of the AONB were not outweighed by the moderate benefits of the self-build project and local economic benefits, particularly given paragraph 199 of the Framework's requirement for great weight to conservation of designated heritage assets.
