The less than substantial harm to the Mayfield and Coggins Mill Conservation Area and harm to the landscape and scenic beauty of the AONB were not outweighed by the moderate benefits of the self-build project and local economic benefits, particularly given paragraph 199 of the Framework's requirement for great weight to conservation of designated heritage assets.
