Main issues, as the Inspector framed them

  • whether the proposal would provide satisfactory living conditions for future occupants, with particular regard to the amount of internal living space and privacy
  • the effect of the proposal on the living conditions of the occupants of 10 Coppice Close with particular regard to sunlight, daylight and outlook
  • the effect of the proposal on the character and appearance of the area
  • the effect of the proposal on highway safety

What decided it

The harm to the living conditions of future and neighbouring occupants through inadequate internal space, overlooking, loss of privacy, and loss of daylight and sunlight outweighed the modest benefits of providing two additional dwellings to the housing supply.

The modest benefits to housing supply and local economic activity were outweighed by the significant harm to the living conditions of future and neighbouring occupants, such that the proposal did not benefit from the presumption in favour of sustainable development despite the Council's inability to demonstrate a five-year housing land supply.
