The realistic and extant fallback positions available at the site meant the proposal's benefits, particularly reduced trip generation and biodiversity net gain compared to those fallback scenarios, outweighed the limited harm to housing mix.
The limited harm to housing mix was outweighed by the significant environmental benefits of reduced private car trips and moderate benefits of biodiversity net gain and landscaping, when assessed against the realistic fallback positions, justifying a decision not in accordance with the development plan.
