The harmful effect on the character and appearance of the area caused by the overly complex and visually intrusive roof form, combined with the failure to properly secure mitigation for impacts on protected European sites of nature conservation importance, which provides a clear reason for refusal under Footnote 7 to Paragraph 11.d)i. of the Framework.

The significant weight given to the conflict with development plan policies on character and appearance and protection of European sites was not outweighed by the limited socio-economic benefits of delivering a single residential unit, and the European sites issue removed the application of the Framework's presumption in favour of sustainable development.
