What decided it

The severe housing land supply shortfall (2.1 years) engaged the tilted balance, and the modest weight given to the employment land conflict was outweighed by the moderate weight attributed to the housing delivery benefits.

The modest weight attributed to conflict with CS Policy CS16 (loss of employment land) was outweighed by the moderate weight given to the benefits of delivering up to 31 dwellings including affordable housing, such that adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole
