What decided it
The substandard visibility at the junction between The Batch and Hill Road, caused by dense vegetation on unregistered land and an awkward junction angle, would result in unacceptable impacts on highway safety that significantly and demonstrably outweigh the limited benefits of providing a single dwelling.
The benefits of providing a new dwelling to housing supply and economic benefits were outweighed by the significant harm to highway safety at the junction, applying the tilted balance under paragraph 11 of the NPPF due to the Council's inability to demonstrate a five-year housing land supply.
