What decided it

The failure to demonstrate that the scheme would be compatible with existing and future noise-generating businesses, particularly the expanding Northwood Farm grain store, which was given substantial weight as harm.

The substantial weight given to harm from noise incompatibility, combined with moderate weight given to harm from poor parking design, significantly and demonstrably outweighed the significant weight afforded to market and affordable housing, moderate weight to economic benefits, and limited weight to biodiversity net gain, so the tilted balance did not favour permission.
