What decided it

The considerable weight given to the fact that a person residing at the site to manage the business during the permitted tourism season would not be residing permanently but would be present in a manner like someone visiting as a holiday maker for an extended period, which was sufficient to overcome the conflict with the development plan.

The conflict with Policies ST07 and DM28 of the Local Plan and the SPD was outweighed by the considerable weight given to the consistency of the proposal with the existing planning permission for the tourism use and the manner in which residential presence would operate.
