What decided it
The loss of a family house in an area with identified high demand for large family housing, combined with the failure to provide adequate built-in storage for HMO occupiers, outweighed the benefits of additional housing delivery when the tilted balance was applied.
The moderate benefits of providing additional housing accommodation and affordable housing were significantly and demonstrably outweighed by the considerable harm from the loss of family housing and failure to provide satisfactory living conditions for HMO occupiers, so the presumption in favour of sustainable development did not apply.
