The proposed development would unacceptably harm the character and appearance of the area and would not conserve the landscape and scenic beauty of the AONB, which is a sensitive area to which great weight must be given.
The benefits of providing four additional dwellings on a site with adequate access to services were outweighed by the unacceptable harm to the AONB and conflict with the development plan, with the AONB protection policies in the Framework providing a clear reason for refusal that displaces the presumption in favour of sustainable development despite the lack of a five-year housing land supply
