What decided it

The recessed lights in the bathrooms were acceptable because they were located within modern partitions and false walls that stood proud of original walls and had clear visual separation from the historic main rooms, whereas the lights in the main bedrooms and circulation spaces harmed the character of historically simple spaces without sufficient public benefit to justify the harm.
