What decided it

The roller security shutters, particularly when closed, create a visually harmful 'dead frontage' that significantly detracts from the special architectural and historic character of the conservation area, and this less than substantial but considerable harm to the heritage asset is not outweighed by the private security benefits claimed.

The less than substantial harm to the conservation area was weighed against the private security benefits claimed by the appellant, and the harm was found to outweigh the benefits as no substantive evidence demonstrated that equivalent security could not be achieved with less or no harm to the heritage asset.
