What decided it

The Council's inability to demonstrate a five-year housing land supply triggered the tilted balance under NPPF paragraph 11d, and the limited harm to character and appearance did not significantly and demonstrably outweigh the housing supply benefits.

The limited harm to character and appearance arising from the layout being at odds with the established pattern was outweighed by the contribution to housing supply in an area with ongoing undersupply, with the presumption in favour of sustainable development being a material consideration of sufficient weight to grant permission notwithstanding the minor conflict with the development plan
