The significant harm to the character and appearance of the area through the scale and form of the proposed extensions and basements, combined with limited harm to highway safety, significantly and demonstrably outweighed the moderate benefits of providing one additional dwelling when assessed against the Framework as a whole.
The moderate benefits of providing one additional dwelling in an established urban area were significantly and demonstrably outweighed by the significant harm to character and appearance and limited harm to highway safety, such that the presumption in favour of sustainable development did not apply.
