What decided it
The site's poor accessibility and location more than a mile from the nearest settlement, combined with the absence of safe pedestrian/cycle routes and public transport, meant the proposal conflicted with development plan policies requiring tourism accommodation to be in accessible locations close to settlements, and this conflict was not outweighed by the modest benefits of building reuse, specialist provision for disabled users, and local economic contribution.
The benefits of reusing an existing building, meeting the specialist needs of a protected group (families with autistic children and learning disabilities), and contributing to the local tourist economy were outweighed by the fundamental conflict with development plan policies requiring tourism development to be in accessible locations close to or within settlements, given the site's poor accessibility and reliance on private car use.
