The adverse impacts on living conditions for both future occupiers of the new dwellings and the existing occupants of No 10 Station Road, arising from inadequate private amenity space, close-quarters overlooking, loss of privacy, and overbearing effects, significantly and demonstrably outweigh the modest benefit of three additional housing units.

The modest benefit of housing supply (three units) and improved streetscape from removal of the garage building was outweighed by the significant adverse impacts on living conditions of future occupiers and existing neighbours, applying the tilted balance under NPPF Paragraph 11(d).
