What decided it

The determining consideration was the effect of the proposed new buildings north of the Glebe Hotel on the setting and significance of the Grade II listed building and the character and appearance of the Barford Conservation Area, which differed between the two schemes.

For Scheme 1, the great weight attached to the less than substantial harm to the listed building and Conservation Area, together with conflict with BNDP and LP heritage/design policies, outweighed the moderate and limited public benefits (housing delivery, economic activity, tree health, sustainable construction), so the appeal was dismissed; for Scheme 2, no such heritage harm arose, so the balance favoured allowing the appeal.
