For Scheme 1, the great weight attached to less than substantial heritage harm, together with conflict with BNDP and LP heritage and housing policies, outweighed the moderate/limited public benefits (housing delivery, economic activity, tree health, sustainability), so the adverse impacts outweighed the benefits and the scheme conflicted with the development plan as a whole; for Scheme 2, no comparable harm arose so the same benefits were achieved without the heritage conflict and the scheme accorded with the development plan.
