What decided it

The Council's inability to demonstrate a five-year housing land supply engaged the presumption in favour of sustainable development under NPPF paragraph 11(d)(ii), and the limited weight attached to development plan conflicts meant the housing and economic benefits were not significantly and demonstrably outweighed by adverse impacts.

The conflict with development plan policies for spatial distribution of housing and biodiversity net gain was outweighed by the benefits of housing delivery and economic benefits arising from the development, assessed against the Framework as a whole under the tilted balance.
