What decided it
The unacceptable living conditions for future occupiers arising from noise from surrounding industrial and rail uses, and the consequent unreasonable restrictions this would place on neighbouring businesses, outweighed the benefits even under the tilted balance.
Even with the tilted balance engaged, the adverse impacts of the proposal (substantial harm from conflict with Policies BDP1 and BDP14 regarding noise and living conditions) were found to significantly and demonstrably outweigh the benefits of housing delivery, affordable housing contribution, PDL reuse and economic benefits.
