Main issues, as the Inspector framed them
- The effect of the development on the character and appearance of this part of London Road
What decided it
The Council's inability to demonstrate a five-year housing land supply triggered the presumption in favour of sustainable development under paragraph 11(d) of the Framework, and the Inspector's conclusion that any adverse impacts from the development would not significantly and demonstrably outweigh the benefits of additional housing.
The benefits of providing seven additional homes in a sustainable location at a time of housing shortfall outweighed the perceptions of harm to character and appearance, which the Inspector found would not be significant and demonstrable.
