What decided it
The failure to demonstrate a functional agricultural need for the dwelling, combined with the less than substantial harm to the significance of the Grade I and Grade II heritage assets which outweighed the limited benefits, was decisive.
The limited housing and economic benefits of the temporary scheme were insufficient to outweigh the less than substantial harm to the heritage assets and the unsustainable countryside location, so the balance tipped against the proposal.
