What decided it
The public benefits of the scheme, particularly the delivery of significant market and affordable housing, were found under the NPPF paragraph 202 heritage balance to outweigh the identified less than substantial harm to the Railway Terraces Conservation Area.
The significant weight given to market and affordable housing delivery, together with moderate-weight benefits (design/regeneration, traffic reduction, open space, biodiversity, employment) and minimal weight given to healthcare provision, were found to outweigh the great weight attached to the less than substantial (moderate) harm to the significance of the Railway Terraces Conservation Area, resulting in the tilted balance and heritage balance both favouring the grant of permission.
