What decided it

The fence as erected introduces a harsh, solid and prominent element that detracts from and conflicts with the generally attractive and verdant street scene, and the Inspector was not persuaded that alternative boundary fencing solutions could not achieve the family's security objectives whilst better respecting the street scene.
