What decided it
The lack of direct access to the communal garden space for flats 2, 3 and 4, which would be physically separated by parking spaces and intervening uses, would not allow for effective and practical use by residents and would fail to provide satisfactory living conditions contrary to the development plan.
The modest benefits of housing supply and efficient use of land would not outweigh the harm to living conditions for future occupiers caused by the lack of direct access to amenity space.
