What decided it

The combination of moderate harm to the conservation area's character and appearance, an unacceptable net loss of community facilities, and the absence of a signed legal agreement to secure necessary planning obligations meant the proposal conflicted with the development plan as a whole.

The moderate weight attributed to less than substantial harm to the conservation area outweighed the modest weight given to the public benefits of housing and investment, and this was reinforced by the unacceptable loss of community facilities and the lack of a completed legal agreement, tipping the balance against the proposal.
