What decided it

The individually important and cumulatively compelling adverse social, environmental and economic impacts of locating an unsuitably designed dwelling in an unsustainable rural location with unacceptable harm to character and appearance substantially outweighed the modest benefits of housing delivery, even under the tilted balance.

The modest social, economic and environmental benefits of housing delivery, employment during construction and ecology enhancement (each moderate weight) were substantially outweighed by the moderate weight of conflict with rural housing and sustainable transport policies and the substantial weight of harm to character and appearance and countryside integrity, such that the presumption in favour of sustainable development did not apply.
