What decided it

The proposed loss of the permitted pub/hotel use and introduction of residential use, particularly at ground floor level in a primary shopping frontage, would have a detrimental effect on the vitality and viability of Cheadle town centre and its tourism potential, contrary to the Local Plan's primacy for town centre uses in this location.

The benefits of housing delivery and securing the future of an at-risk listed building were significantly and demonstrably outweighed by the significant identified harm to town centre vitality and viability and the development plan conflict.
