What decided it

The absence of a five-year housing land supply, which engaged the presumption in favour of sustainable development, combined with the conclusion that there would be no adverse effects on character, appearance or privacy, and the benefits of removing an incompatible use and contributing to housing supply.

The benefits of housing delivery and removal of an incompatible storage/builder's yard use outweighed the modest design conflicts with the Council's guidance, under the tilted balance in paragraph 11(d) of the Framework.
