The proposal fails the sequential test for flood risk and cannot be shown to avoid an adverse significant effect on the water quality of the Poole Harbour European habitat sites, both of which are protected by clear Framework policies that provide a reason for refusal notwithstanding the housing land supply shortfall.
The moderate benefit of providing two additional housing units suitable for a wide range of occupants was outweighed by the failure to apply the sequential approach to flood risk and the inability to rule out adverse significant effects on the integrity of European habitat sites already in unfavourable condition.
