The proposal would result in significant harm to the character and appearance of the area by introducing a denser, staggered arrangement of dwellings with smaller plots that would fail to assimilate with the spatial pattern of development in this part of the street, and this harm outweighed the modest housing benefits.

The modest social and economic benefits of four additional dwellings were significantly and demonstrably outweighed by the significant harm to the character and appearance of the area and failure to fulfil the environmental objective of sustainability.
