What decided it

The Local Highways Authority's acceptance of the transport methodology and lack of objection, combined with evidence that the roundabout would operate at capacity with only a one-vehicle queue increase and three-second delay, satisfied the Inspector that highway safety would not be harmed.

The benefits of housing delivery and accordance with the development plan allocation outweighed concerns about loss of agricultural land and other local impacts, which were adequately mitigated through conditions and obligations.
