What decided it
The acute and persistent shortfall in housing and affordable housing supply and delivery, secured through the s106 agreement, clearly outweighed the identified Green Belt harm and amounted to very special circumstances.
The substantial weight attached to Green Belt harm (inappropriateness, openness and purposes) was clearly outweighed by the collectively very high order of other considerations, including significant housing and affordable housing benefits, moderate weight benefits from sports re-provision, biodiversity net gain and economic/social/environmental benefits, such that very special circumstances were demonstrated and the tilted balance under paragraph 11(d) favoured allowing the appeal.
