The acute and persistent shortfall in the Council's five-year housing land supply, engaging the paragraph 11(d) tilted balance, meant the substantial benefits of housing delivery outweighed the moderate and modest harms identified.
The substantial weight attached to market and affordable housing delivery, together with moderate and modest weight for other social, economic and environmental benefits, outweighed the moderate weight given to conflicts with countryside, settlement gap, agricultural land and design policies and the low-level less-than-substantial heritage harm, such that adverse effects did not significantly and demonstrably outweigh the benefits.
