What decided it
The proposal failed to pass the sequential test for flood risk, as the appellant did not demonstrate the absence of sequentially preferable alternative sites in lower flood risk areas, and this failure, combined with the unsuitability of the location outside the settlement boundary, provided a clear reason for refusal under Framework paragraph 11(d)(i).
Although the proposal would contribute to housing supply and provide social and economic benefits, the adverse impacts in terms of flood risk and location outside the settlement boundary significantly and demonstrably outweighed these benefits, and the flood risk policies provided a clear reason for refusal disengaging the presumption in favour of sustainable development.
