The significant benefits of housing delivery and affordable housing were outweighed by the moderate adverse landscape harm, the more significant harm from coalescence, and the considerable weight given to conflict with the Neighbourhood Plan, such that adverse impacts significantly and demonstrably outweighed the benefits.
